This position is supported by major scholars such as Shaykh al-Islam Ibn Taymiyyah, Shaykh Ibn Baz, and Shaykh Ibn Uthaymeen (may Allah have mercy on them). Their reasoning is clear:
Shaykh al-Islam Ibn Taymiyyah explained that women would menstruate during the time of the Prophet (peace and blessings be upon him), and there is no authentic, explicit sunnah (prophetic tradition) that forbids them from reciting the Quran.
The Prophet forbade them from Salah (prayer), and had recitation also been forbidden, the Prophet would have taught it clearly, and the Mothers of the Believers would have transmitted it.
This allowance is especially important for a woman who needs to recite, whether for study, for an exam, for fear of forgetting her Hifz, or for seeking healing (Ruqyah).
The primary condition for this allowance is that she recites from memory (from her heart) or from a device, but does not directly touch the physical Mushaf.
This leads us to the physical, printed Quran, known as the Mushaf. The ruling here is different.

No, it is established by the consensus of the scholars that it is forbidden to touch the physical Mushaf directly without a state of ritual purity.
Allah Ta’ala says of the Quran in the Preserved Tablet, which the scholars have applied to the Mushaf we hold:
“إِنَّهُۥ لَقُرْءَانٌ كَرِيمٌ. فِى كِتَٰبٍ مَّكْنُونٍ. لَّا يَمَسُّهُۥٓ إِلَّا ٱلْمُطَهَّرُونَ”
“Innahoo la quraanun kareem. Fee kitaabim maknoon. La yamassuhooo illal mutahharoon”
“Indeed, it is a noble Qur’an. In a Register well-protected; None touch it except the purified.” (Surah Al-Waqi’ah, 77-79)
But what if you need to read from the Mushaf itself? This brings us to a key question: “can you read quran on your period with gloves?”
